What to do when a strange grinding noise is present after replacing the rotors on a Ford Expedition 1997?

My friend recently replaced the rotors and the brake pads on his 1997 Ford Expedition, but immediately afterwards when he was driving the car around, there was a grinding noise when he applied the brakes coming to a complete stop. That is the only time he could hear the noise, otherwise the car would be completley fine accelerating or lightly to moderately pressing on the brakes. Jack the car up and spin the wheel while you friend applies the brakes. Isolate the noise and take corrective action as appropriate.
