What would cause an 89 Ford Ranger v6 2wd with an A4LD automatic transmission to slip?

What would cause an 89 Ford Ranger v6 2wd with an A4LD automatic transmission to slip slightly from 1st to 2nd, then more rough from 2nd to 3rd? We did a fluid and filter change and changed the modulator valve. It slipped before we did work on it but it doesnt do it as bad now.
