A stock 289 Mustang makes around 170 horsepower, but I have seen many naturally aspirated (non-turbo/supercharged) 289s reach as much as 350 horsepower. This would require a new exhaust, camshaft, crankshaft, carb, ignition, manifold, heads, headers, etc.

In general, Ford small blocks are surprisingly economical and very reliable. I'm guesstimating that a 289-4 barrel would get around 16/20mpg if tuned well. Another good thing is that you can work on them yourself easily unlike new cars. I drive a 1978 El Camino and work on it myself.
